Job Summary: The Human Resources (HR) Business Partner works as part of a team assigned to support a region of schools and group of employees to provide high quality human resources and talent management services to school principals and department/program leaders. The HR Business Partner is the primary customer service contact for talent management and for employee-leave functions. HR Business Partners ensure that assigned schools can attract, select, and retain top talent for all positions. Under general supervision, performs varied personnel functions requiring knowledge of personnel principles, processes, systems, practices and related laws and regulations.
Duties and Responsibilities:

Talent Management
- Establishes and maintains a strong, positive working relationship with school principals and department leaders to ensure effective sourcing, recruiting, assignment, onboarding, and orientation of employees for assigned schools and collective bargaining groups.
- Implements hiring processes for internal and external candidates including posting, screening, preparing written offers, and issuing new hire tasks. Advises hiring officials on procedures throughout each phase.
- Guides new hires through the on-boarding process to ensure timely completion. Conducts new employee orientations.
- Maintains accurate staff lists and appropriate staffing levels based on budgeted FTE for assigned schools.
- Supports hiring supervisors in the planning for and assignment of staff, including projected vacancies, displacements, transfers, and long-term substitute assignments. Coordinates with Human Resources administrators in the displacement process in accordance with collective bargaining agreements.
- Coordinates and attends recruiting events. Organizes and hosts in-district recruitment activities. Places job advertisements using a wide variety of sources including social media networks, local and national job boards.
- Answers employee and applicant questions related to job postings, application processes, and related information.
Employee Leave Management
- Processes employee leaves of absence and ensures proper documentation is received from the employee, leave requirements are met, and leave of absence transactions (eForms) are initiated and data entered accurately in the HRIS.
- Provides information to staff regarding leave inquires, employee rights and District policies and procedures. Advises supervisors and staff on leave qualifications, and requirements in accordance with Federal and State laws and applicable collective bargaining agreements.
- Remains knowledgeable of all applicable State and Federal leave laws and regulations. Remains well versed in leave of absence language within applicable collective bargaining agreements.
- Assists in the development of leave of absence operating procedures and documentation processes to facilitate continuous process improvement and effective and informative employee and supervisor communications.
Other Functions
- Provides backup support to other HR Business Partners. Provides front desk customer service by greeting visitors to the department and responding to inquiries as knowledge permits when required.
- Serves as an HR resource interpreting and explaining District HR policies and federal, state, and local regulations and providing technical data, assistance and information to employees, administrators, and others.
- Uses the human resources information system (HRIS) and other department databases to search for information and provide answers to employees and other stakeholders and to complete documents and information requests.
- Communicates clearly with and attends to the needs of culturally diverse audiences; attends ongoing culturally relevant professional development classes and applies these skills to actions that result in systemic improvements.
- Maintains digital files in area of assignment.
- Participates in meetings as assigned.
- Performs related duties consistent with the job description and employee assignment.
May be assigned one or more of the following duties:
- In collaboration with Communications staff and others, designs and improves recruitment materials.
- Creates and submits personnel reports to the school board.
- Monitors compliance of district protocols for student teachers/interns.
- Maintains database of interview questions.
- Serves as the district's SafeSchools administrator. Assigns training course, assists with tracking completions and ensuring compliance with training requirements for staff; answers questions about the software; updates employee accounts; recommends training modules for district use.
- Serves as the district’s applicant tracking system (ATS) administrator. Creates and maintains internal user accounts and permission settings in the ATS; troubleshoots minor issues and contacts technical support as appropriate.
- Responds to requests for verification of employment and experience.
- Assists HR Analysts with certification tracking; may enter related certificate information into the HRIS.
- Annually prepares a recruitment calendar for educator career fairs. Registers for activities, determines recruiting teams and communicates logistics with participants.
Reporting Relationships: Reports to assigned Human Resources Administrator.
Working Conditions: Works in an office environment; maintains confidential information; required to meet inflexible deadlines; experiences interruptions from telephone and office visitors; required to deal with distraught or angry people; requires substantial visual concentration on detail, dexterity, and precision; requires occasional prolonged exposure to visual display terminal; occasionally required to attend meetings beyond normal working hours.

Work Year: 12 month position; 260 days per year; 8 hours per day
Requirements
Minimum Qualifications:
Education and Experience
Two (2) years of professional experience in human resources with duties applicable to the specific area of assignment, e.g., employment, compensation, labor relations, etc.; experience in a K-12 or non-profit setting preferred; B.A. in human resources, business administration, or a closely related field preferred.

Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities to perform the work will be considered.

- Intermediate proficiency using Microsoft Office applications, including Word, Excel, and Outlook.
- Full working knowledge of applicable State and Federal laws, District policies and collective bargaining agreements pertaining to leaves of absence.
