The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Terrestrial Sensing Branch of the HQ ACC, Weather Systems Division.

Duties
- Plans, organizes, and directs the activities of Air Combat Command Environmental Monitoring Requirements Branch, ensuring that AF Weather Systems comply with legal and regulatory requirements and meets customer needs.
- Exercises supervisory personnel management responsibilities.
- Ensures standardized meteorological support for Air Force, Army, Navy, Guard, Reserve, DoD, national programs, and other government and international agencies.
- Utilizing professional knowledge of meteorology, directs project teams I the development of new products and/or technical capabilities to support user requirements.
- Develops, directs, coordinates, and maintains annual Program Plans for Air Force Weather systems.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- Work may require access to classified information up to and including Top Secret Special Compartmented Information.
- Must be able to obtain and maintain a Top-Secret security clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft to support the mission.
- Work may include travel within and outside the continental United States (CONUS).
- May be required to work extended hours, weekends, or holidays due to heavy workload, conflicting priorities, insufficient information, and tight time constraints.
- Skill in using weather computers/software programs and experience with standard Air Force Weather systems are highly desired.
- Skill in using standard office software is required.
- This is a drug testing designated position. The employee is subject to random testing for drugs
- Centrally Managed by the Weather CFT.
- Subject to a 1-year supervisory probationary period, unless previously met.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions and Individual Occupational Requirement for Meteorologist (IOR), Series 1340.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
DEGREE: Meteorology, Atmospheric Science, or other Natural Science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
- a) Six semester hours of atmospheric dynamics and thermodynamics.
- b) Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
- c) Three semester hours of physical meteorology; and
- d) Two semester hours of remote sensing of the atmosphere and/or instrumentation.
2. Six semester hours of physics, with at least one course that includes laboratory sessions.
3. Three semester hours of ordinary differential equations.
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Course work as shown above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Application of weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements. Ability to converses as an expert at the scientific level with senior scientists, geophysicists, and engineers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of professional meteorology concepts, principles, techniques, and practices, including weather observation, forecasting, communications, meteorological equipment, and support procedures in order to conceive, design, and develop new meteorological systems to meet a variety of user requirements.
- Knowledge of safety and security regulations, practices, and procedures.
- Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
- Ability to communicate effectively, both orally and in writing.
- Knowledge of established weather methods and procedures to formulate and recommend solutions and/or modifications to standard practices, processes, or techniques in order to resolve complex issues or adapt existing strategies to meet unusual needs, special demands, and/or determine feasible solutions to meet requirements.
- Knowledge of advanced meteorological theories, concepts, principles, and processes to develop and validate new requirements, technical approaches, product proposals, etc., to improve customer support, as well as knowledge of qualitative and/or quantitative methods to analyze and measure user satisfaction and trend data.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
