Position Overview
Colorado 811 is seeking a Senior Enterprise Project & Technology Transformation Manager to lead a high-priority, multi-phase technology and operations initiative. We are looking for an experienced project leader who brings technical project management discipline, management consulting skills, advanced hands-on platform experience in Monday.com and Jira, and the drive to keep complex cross-departmental work on track and on time.
The Senior Enterprise Project & Technology Transformation Manager will serve as the main point of contact for the engagement and will be responsible for day-to-day delivery. This role serves as both a strategic advisor and a hands-on builder—designing project structures from the ground up, creating the implementation plan and related project management artifacts, building scalable workflows, developing an integrated project plan, managing dependencies, coordinating stakeholders and external vendors, producing executive-ready reporting, and driving disciplined execution against approved milestones and deadlines. The successful candidate must be able to translate complex technical work into clear plans, highlight risks, recommend practical decisions, and provide actionable updates for executives, directors, vendors, and internal teams.

GENERAL RESPONSIBILITIES
- Integrated planning and execution: Build and manage integrated project plans that connect program and project goals, KPIs, governance, workstream plans, milestones, dependencies, stakeholder accountability, status reporting, risks, issues, decisions, and execution tracking into a single coordinated framework.
- Engagement and delivery leadership: Serve as the main point of contact for cross-departmental projects and manage the day-to-day project management activities required to deliver the desired outcomes, including monitoring project progress, resolving issues, mitigating risks, and keeping initiatives moving forward.
- Monday.com architecture: Design, build, and maintain scalable Monday.com workspaces, boards, dashboards, forms, automations, dependencies, workload views, status reporting structures, and executive reporting tools that support transparency, accountability, and timely decision-making.
- Jira configuration: Configure and manage Jira projects/Kanban Boards, workflows, epics, stories, issue types, sprint boards, backlog structures, reporting dashboards, permissions, and escalation processes to support technical execution and cross-functional delivery.
- Executive reporting: Prepare clear, concise, and decision-ready project updates, dashboards, Lucid Charts, roadmaps, risk summaries, milestone reports, decision logs, and briefing materials for senior leadership, steering committees, and board-level visibility as needed.
- Stakeholder management: Coordinate communication and alignment across executive leadership, project team members, customer support, marketing, IT, operations, call center, education, data, finance, vendors, and other internal and external teams to ensure clear ownership, timely decisions, and effective follow-through.
- Project governance: Establish and maintain project governance practices, including meeting cadences, steering and project committee updates, sprint planning, backlog reviews, change control, scope management, decision tracking, and accountability structures.
- Program management deliverables: Develop and maintain high-level program management deliverables, including a program governance framework, integrated project plan, stakeholder accountability model such as a RACI, program status reporting package, and risk issue, and decision management framework such as a RAID log.
- Steering Committee and escalation management: Establish and facilitate all Steering and Project Committee meetings, prepare supporting materials and decision points, document outcomes, supporting documentation and reports and action items, and escalate risks, issues, decisions, or resource constraints to Colorado 811 leadership when needed.
- Vendor coordination: Track external vendor deliverables, timelines, dependencies, costs, service commitments, open issues, meeting outcomes, and action items; manage vendor costs within approved budgets; and facilitate communication between vendors and internal stakeholders to keep work moving forward.
- Risk and dependency tracking: Identify, document, monitor, and escalate project risks, technical blockers, resource constraints, interdependent workstreams, scope changes, operational impacts, and mitigation plans.
- Documentation and knowledge transfer: Create and maintain detailed project documentation, workflow guides, process maps, implementation playbooks, decision records, lessons learned, transition plans, and knowledge-transfer materials to support long-term adoption and continuity.
LEADERSHIP & INFLUENCE EXPECTATIONS
- Operate as a strategic program leader and trusted advisor to senior leadership, project team members, and applicable consultants/vendors, providing project-related guidance on priorities, sequencing, and execution strategies.
- Lead through influence rather than direct authority, driving alignment, accountability, milestone progress, and general project progress across cross-functional/departmental teams, including IT, Data Governance, Marketing, Operations, Education, Member Services and other stakeholders.
- Establish and reinforce a culture of project related accountability, transparency, and disciplined execution across all workstreams.
- Proactively identify risks, conflicting priorities, and resource constraints, and facilitate decision-making at the leadership level.
- Coach and support stakeholders and project contributors on project management for best practices, tools, and governance expectations.
- Demonstrate elevated levels of executive presence, sound judgment, and decision-making, particularly in high-pressure or ambiguous situations.
- Drive adoption and sustainability of new systems, tools, and processes through structured change management and stakeholder engagement.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s degree in Business Administration, Information Technology, Computer Science, or Engineering
- 10+ years of progressively responsible experience in technical project management, program management, or enterprise technology transformation, including at least 3–5 years leading complex, cross-functional initiatives, strategic or enterprise level.
- Proven ability to design, launch, and manage complex cross-departmental technical projects from scratch, including defining scope and milestones, building integrated project plans, sequencing milestones, creating stakeholder accountability models and task assignments, such as RACI charts, maintaining RAID logs, managing dependencies, project flow, measurement goals, while keeping workstreams on track, and meeting target deadlines.
- Advanced hands-on experience architecting and administering Monday.com workspaces, dashboards, automations, forms, dependencies, and executive reporting views within a cross-departmental and executive dashboard scope.
- Strong Jira configuration and administration skills, including workflows, KANBAN boards, epics, stories, sprint boards, issue tracking, backlog management, dashboards, and reporting.
- Ability to use Lucid Chart or similar programs.
- Demonstrated ability to translate strategic priorities into structured departmental project plans, creating measurable milestones, workstreams, deliverables, and implementation of roadmaps, all rolling up to executive dashboards.
- Excellent executive communication skills, including the ability to synthesize complex technical information into clear updates, risks, decisions, and recommendations.
- Strong stakeholder management skills with the ability to influence, facilitate alignment, manage competing priorities, and drive accountability across cross-functional teams.
- Experience establishing project governance practices, including status reporting, decision logs, risk registers, issue tracking, change control, and escalation processes.
- Ability to manage project scope, timelines, resources, risks, budgets, vendors, dependencies, and executive communications in a fast-paced, deadline-driven environment.
- Strong technical literacy across multiple IT and data management systems, software implementation, workflow automation, data and reporting tools, systems integration, cybersecurity, infrastructure, or contact center technology.
- Vendor management experience, including tracking deliverables, dependencies, timelines, open issues, service expectations, cost management, and follow-up actions.
- Budget management experience, including tracking project budgets, forecasts, resource plans, vendor costs, implementation spending, and related financial reporting within approved budgets.
- Strong documentation skills, including process mapping, workflow documentation cross-departmental, implementation guides, meeting notes, project artifacts, and knowledge-transfer materials.
REQUIRED TECHNICAL COMPETENCIES
- Advanced proficiency in enterprise project and workflow management platforms, including Monday.com and Jira, with demonstrated experience designing scalable system architectures, automations, integrations, and governance frameworks.
- Strong working knowledge of data governance best practices and systems integration concepts, APIs, data flows, and cross-platform dependencies to effectively coordinate technical implementations and vendor solutions.
- Experience supporting or partnering with team members on technology projects in cloud-based environments, project managing infrastructure, cybersecurity practices, and enterprise application involvement.
- Demonstrated ability to leverage data, reporting tools, and dashboards (e.g., Power BI, Tableau, or equivalent) to drive decision-making, set measurements, performance tracking, and executive visibility.
- Expert level project management skills for Monday.com.
- Expert level project leadership skills on a cross-functional level.
Ability to translate business requirements into technical specifications, system workflows, and implementation plans in collaboration with IT and vendors. - Strong understanding of change management principles, release management, and system deployment lifecycles.
- Robust experience with Agile, Scrum, hybrid project management, or other management consulting methodologies.
PREFERRED QUALIFICATIONS
- Experience supporting technology modernization, operational transformation, software implementation, call center technology, data governance, or enterprise workflow improvement initiatives.
- Experience with CRMs, Phone Systems, Learning Management System implementation, workflow automation, integration projects, cloud or infrastructure initiatives, cybersecurity, data governance, or contact center technology.
- Experience creating operational change and efficiency adoption plans, project process documentation, governance models, standard operating practices, and sustainable post-implementation processes
CERTIFICATIONS
- Required: Project Management Professional (PMP) certification in active/good standing.
- Preferred: Agile, Scrum, Certified ScrumMaster (CSM), PMI-ACP, or comparable project delivery certification.
- Preferred: Monday.com, Jira, Atlassian, or related platform administration certification, or demonstrable advanced platform experience with Monday.com and Jira.
Work Environment
- Hybrid work environment (2 days in office, 3 days remote) based in Golden, Colorado, with a combination of remote work and in-person collaboration as needed.
- Candidates must reside in Colorado and be within reasonable commuting distance of the Golden office.
- The successful candidate will work effectively with cross-departmental teams in a hybrid setting, including executive leadership, customer support, marketing, IT, operations, call center, education, data, finance, vendors, and other stakeholders.
- The successful candidate will be available for in-person meetings, planning sessions, project workshops, vendor meetings, and key milestone activities at the Golden office when required.
- Requires strong self-direction, organization, communication, and follow-through to keep complex technical workstreams moving forward in a hybrid environment.
- Occasional after-hours work, local travel, or event support may be required based on business needs.
Salary Range: $140,000 - $165,000 Annual - Pay range is an estimated guideline. Individual compensation will vary based on non-discriminatory factors such as education, experience, knowledge, skill level, abilities, and other competencies.
