Job Description:Department Overview
This is a company-wide project to plan, develop, and improve the "Rakuten Link" application, which unifies the services of the entire group.
The app will provide access to "all of Rakuten's economic sphere," including special promotions across services and various payment methods and will be deployed as a platform for an ecosystem unparalleled anywhere in the world, including not only Rakuten but also its partners.

As a company-wide priority, Rakuten Link strengthens the junction between mobile communications and the Rakuten ecosystem and accelerates cross-functional execution. The PMO supports end-to-end planning, delivery, and review by aligning the project owner, engineering, business, marketing, and internal IT/governance stakeholders.

Why We Hire
This is a new business to integrate 70+ Rakuten services into a single app.
We are extending Rakuten Mobile's domestic voice/SMS-free "Rakuten Link" app and scaling delivery.
By enabling many services in one app, we improve UX and strengthen and expand the ecosystem, and in the future we will grow globally as a platform that also collaborates with external partners.
You will connect group and partner services to improve convenience and grow the ecosystem.
In this role, you will act as PMO for Rakuten Link initiatives-making plan/progress/issues/risks visible, facilitating stakeholder alignment and governance, designing and running meetings, KPI/monitoring, and executive/management reporting to drive successful delivery.
Position Details
Depending on your experience, you will own the following.
- Assess current state; plan initiatives; define scheme, structure, milestones; drive delivery through release and stabilization.
- Operate and improve projects; manage issues/risks; coordinate across stakeholders.
- Data analysis using BI tools and Excel; design and visualize KPIs/monitoring metrics.
- Executive/management reports and presentations (weekly/monthly, etc.).
- Cross-functional collaboration; land internal IT/governance and marketing initiatives with the field.
- Stakeholder communication in Japanese and English (including group companies and overseas as needed).
- Governance and internal control considerations; support AI/DX and new initiative programs.
Mandatory Qualifications:
- 3+ years in PM/PMO or equivalent project management experience
- Business-level English (meetings, email, documents, presentations)
- Logical thinking, analysis, coordination, and stakeholder alignment
- Fluent Japanese for business communication
Desired Qualifications:
- - Project experience in IT, telecommunications, or mobile
- Marketing strategy / cross-functional programs, or consulting experience (2+ years)
- BI/data analytics, corporate/business planning, KPI design
- Internal IT governance, internal controls, or large-scale app/digital product programs
- Track record of spotting issues/opportunities and driving outcomes with stakeholders
