## Core Administrative & Leadership Duties
Chief of Staff: Serves as the full-time, bonded officer of the association and an ex officio member of all committees.
Fiscal Oversight: Co-signs checks for expenditures and ensures the organization and its chapters comply with 501(c)(4) federal tax codes. Oversees budget process and reviews final budget.
Reporting: Presents a biennial report to the Board of Directors covering goal progress, organizational accomplishments, and a 3–5 year strategic assessment of challenges and solutions.
Personnel Management: Supervises and evaluates staff.
## Legislative & Advocacy Role
Lead Lobbyist: Acts as Lead Lobbyist, especially during regular and special legislative sessions. Responsible for developing and presenting organizational positions on retiree issues. Depending on the qualifications and experience of the applicant who is hired, a decision will be made as to whether this role remains with the Executive Director or is instead contracted out to a professional lobbyist.
Liaison: Maintains professional relationships with leaders at NV PERS (Nevada Public Employee Retirement System) and PEBP (Public Employee Benefits Program). Participates in public-employee group meetings during legislative sessions.
Member Alerts: Authors weekly "Legislative Alerts" to keep the membership informed on lawmaking activities.
Monitors: legislative, administrative, and judicial developments affecting retirees and active employees.
Non-Partisan Engagement: Coordinates candidate interviews during election years to inform members, while maintaining RPEN’s strict non-partisan stance (no endorsements). Shares candidates’ responses before the general election.
## Communication
Newsletter Editor: Produces the RPEN Review newsletter at least six times a year, coordinating content from the State President, PERS, PEBP, and Association Member Benefits Advisors (AMBA, the company providing benefits to RPEN members).
Reporting on Board Meetings: Attends or remotely monitors NV PERS and PEBP board meetings and disseminates notes to Chapter Presidents and Executive Committee in a timely manner.
Public Relations: Acts as the "face" of RPEN to decision-makers and the general public, promoting a positive image of public employees and retirees.
Convention Management: Together with the Director of Finance & Operations, helps organize RPEN’s biennial convention. Coordinates logistics, chapter participation, and delegate attendance. Schedules workshops and arranges presentations from partner organizations.
## Membership Development and Services
Chapter Support:
o Revitalizes inactive chapters and combats member apathy by helping chapters create engaging, informative meetings and/or social events.
Provides training and support to local chapter officers on membership organizing and the responsibilities their jobs require.
Assists chapters in the development of budgets focusing on membership recruitment and retention and chapter activities.
Membership Growth: Focuses on increasing membership as a top priority. Manages the "lifeblood" of the organization by coordinating distribution of recruitment brochures with NV PERS and speaking at "Ready to Retire" programs (for employees nearing retirement).
Membership Outreach Opportunities: Via collaboration with PERS, AMBA and other public-employee retiree groups, develops relationships that directly benefit RPEN members.
## Job Requirements and Salary
Experience: Two years’ management experience in a business or a non-profit, or in journalism or communications. The ideal candidate will have worked in a member-based organization, i.e., recruiting and retaining members. Experience in advocating before a legislature preferred but not required.
Excellent Oral Communication Skills, i.e., proficient in speaking and presenting before boards and other groups.
Technical Skills: Proficiency in computer systems, social media, and video conferencing.
Soft Skills: Must be a self-starter and team player, exhibit excellent time management, and be able to research and explain complex legislative or judicial materials.
Residence: Must live in the Reno/Carson City metropolitan area.
Salary will be based on qualifications and experience.
