QUALIFICATIONS
Minimum ten 10 years telecommunications or public safety or related field.
Minimum three 3 years management experience, to include supervisory experience. Advanced certificate middle management, or the ability to obtain within one 1 year.
Candidates need to have completed a Communications Center Management Training program or equivalent.
Candidates who have completed the NENAs Emergency Number Program ENP or APCOs Registered Public Safety Leader are preferred.
Must live within one hour of the Frontier Regional 911 Dispatch Center, Condon, Oregon.
Must pass a background investigation regarding applicants aptitude, character judgment, credit, driving record and criminal history checks; and psychological examination prior to hire.
Considerable knowledge of the laws, rules and regulations pertaining to 911.
JOB SUMMARY
Exercising considerable independence under the general direction of the Designee appointed by the Executive Committee of Frontier Regional 911 Agency. This is a management position responsible for the supervision and administration of Frontier Regional 911 Agency including 911 call processing and multi-disciplined consolidated emergency dispatch.
Position directs and supervises the work of personnel, including but not limited to: financial and personnel management; preparation and administration of the budget; maintenance of all communications and other equipment and the coordination; and integration of systems including telephone, computer and radio interfaces. Supervision is exercised over a staff of professional, operational, technical and/or clerical personnel.
Performance is reviewed by the Board of Directors, through observation, conferences, and reports relative to results in effectively accomplishing established goals and objectives.
ESSENTIAL FUNCTIONS
Directs and coordinates the activities of Frontier Regional 911 Agency; develops annual work program objectives; assigns planning projects and evaluates performance of personnel. Manages the operation of the multi-disciplined, consolidated communications center.
Serves as Director of Frontier Regional 911 Agency with responsibility for maintenance of public records and preparation of the Centers budget.
Functions as Director of 911 as assigned by the Executive Committee and Board of Directors for the operation of the 911 system. Prepares and administers the budget. Develops and administers departmental and 911 policies and standard operating procedures regarding communications center operations.
Coordinates 911 and dispatch telecommunications activities with surrounding agencies to ensure compatibility and interoperability. Coordinates with user agencies and 911 system administration in conducting studies, evaluating and interpreting data, and developing long and short-range planning of telecommunications needs. Serves as Frontier Regional 911 representative as assigned, with local, regional and state committees. Ensures security and confidentiality of sensitive information.
Makes presentations to the Board, representatives of the community, and other agencies, in regards to the Communication Centers operations. Serves as staff representative and liaison with government agencies, citizen and professional organizations, and the public to provide continuing community involvement and input via formal and informal forums. Prepares and presents various reports including updates on program or project progress and/or performance to the Board of Directors.
Supervises and participates in the work of the division, providing guidance, direction, oversight, and evaluation of subordinate staff. Assists HR with hiring; plans, coordinates and arranges staff training in safety, operational and technical skills; and develops staff providing professional leadership and ongoing development opportunities. Evaluates program and staff performance including but not limited to recommending hiring decisions and performing or recommending disciplinary action as necessary in compliance with Frontier Regionals policies and under the direction of the Board of Directors. Responsible for ensuring probationary and annual performance evaluations are completed timely, professionally and proficiently.
Provides leadership and ongoing growth/development opportunities to staff; assists staff in resolving difficult or unusual situations and problems. Ensures performance, processes, and procedures comply with all applicable laws, State, Federal licensing regulations, policies, and sound financial practices.
Analyzes and solves complex problems including researching, proposing, development, coordinating, writing and/or implementing guidelines, policies and procedures. Produces written and oral presentations for the purpose of making policy recommendations.
Participates in the development and operation of the computer systems for the Public Safety departments, including but not limited to; Computer Aided Dispatch, Master Street Address Guide MSAG, records and computer networks.
Responsible for the design, upgrading, operation, repair, and maintenance of the telecommunications equipment used for dispatching and 911 call answering. Prepares bid specifications for communications center equipment. Ensures the Center has adequate equipment, supplies and parts to perform the required services.
Contributes to the effective administration of Frontier Regional 911 by communicating clearly and effectively and fostering an attitude among staff that encourages cooperation and coordination of efforts and efficient use of
resources. Provides continuous effort to improve operations, decrease processing times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
Performs related work as required.
Requires regular and reliable attendance.
MAJOR WORKER CHARACTERISTICS
Thorough knowledge of the telecommunications systems used in dispatching and the 911 system.
Thorough knowledge of the operation and procedures of a multi-disciplined 911 call processing and consolidated dispatch centers including but not limited to: principles and procedures involved in the operation of all public safety radio, telephone, E911, alarm and other emergency communications equipment; Computer-Aided Dispatch and E911; rules and regulations of the FCC covering the operation of radio frequency channels and radio sending and receiving units and related equipment.
Knowledge of federal, state and local laws, and Frontier Regional 911 policies and procedures.
Knowledge of best principles and techniques of management, supervision and leadership; practices and principles of work flow and systems analysis; record keeping systems processes and practices; best principles and practices for project and financial management; municipal records retention procedures and techniques.
Demonstrates knowledge and sound judgement with regard to public disclosure, confidentiality standards, and personnel management.
Strong working knowledge of: computer spreadsheets; databases; industry applications; Microsoft Office Suite including Excel; report writing tools; professional office procedures and practices; complex computerized budgetary and fiscal management practices; bidding and purchasing processes and procedures.
Ability to operate standard office equipment including but not limited to: computer, fax machine, copy machine, telephones etc.
Knowledge of techniques and strategies for dissemination of complex and/or technical written and verbal information to a wide range of individuals, including but not limited to managers, staff, Board of Directors; government officials, and members of the public.
Must be able to communicate clearly and effectively, with employees, members of the public representing diverse education and background, and with officials at all levels of government utilizing well developed communication skills, both written and oral, with appropriate use of business English, and plain English, including but not limited to correct grammar, vocabulary, letter composition, editing, spelling, and punctuation.
Ability to negotiate and present information clearly and concisely complex information in both written and verbal formats.
Must possess the ability to make informative and persuasive presentations to individuals and groups, conduct public meetings, and participate in public forums.
Must routinely and regularly maintain confidentiality and discretion through all forms of communication.
Ability to perform a variety of mathematical computations with ability to read, interpret and analyze complex and technical documents and to translate analysis into recommendations or reports.
Ability to read, research, interpret, apply and explain complex laws, codes, rules, regulations, policies, and procedures.
Must possess the ability to identify and define complex problems, establish facts and draw valid conclusions.
Ability to work within a multi-jurisdictional dispatch center.
Ability to work independently with self-direction and minimal direction or oversight; maintain sustained attention to detail and work under timeline pressures; prioritize and assign workloads; manage multiple tasks with competing deadlines.
Excellent analytical and organizational skills are essential.
Must possess the ability to quickly adapt to changing priorities and demands.

Physical:
Work is performed primarily in an office environment while sitting or standing at a desk or computer terminal for periods of time or while standing for a period of time.
Occasionally needs to move inside the office to access file cabinets, office machinery, and department records.
Constant use of all senses including feeling/talking/hearing/seeing/listening/smelling while performing duties and while communicating with co-workers, general public and completing all tasks as assigned.
Continuous use of both hands reaching/handling/grasping/keyboarding and other fine skills manipulation while performing duties and operating computers.
Occasional lifting/carrying objects up to 25 pounds; occasionally ascends/descends stairs, and other inclines while maintaining balance and stability.
Occasional bending, twisting at knees, waist, or neck and occasional stooping, bending, kneeling, climbing and/or crawling while performing duties.
Must be able to distinguish color and maintain long-term and short-term memory to learn and remember simples to complex procedures.
Work may require occasional travel to a variety of locations for appointments, meetings and trainings.

Licenses, Registration & Certificates:
All standard certifications, including middle management certification or higher. DPSST advanced certificate.
May possess/obtain and maintain a valid Oregon State Drivers license. May be required to possess/obtain and maintain licenses, registrations and/or certifications to meet standards for the operation of a consolidated communications center.
