Overview
The Water Supply Management Director is responsible for overseeing all phases of water supply projects—from program initiation and setup through execution and close-out. This role serves as the City’s Officer in Charge for the design-build contract and acts as the contract manager for the Owner’s Representative agreement. The Director will coordinate all City activities related to the program and lead CCW and consultant teams assigned to the project. Acting as CCW’s primary representative, you will ensure successful delivery of a high-quality project on time and within budget, while minimizing conflicts inherent in complex delivery systems.
Responsibilities
This position will serve as a program manager of water supply projects with various other associated projects as part of the program
Leads and directs Facilities & Civil program delivery
Deliver executive presentations and regular project reporting
Responsible for management of all project staff assigned directly to the program (delivery, growth, coordination, communications, etc.)
Prioritization of program needs and delivery team focus
Provide guidance and problem solving to entire team
Big picture planning, guidance and leadership to facilities program
Prepare and deliver public presentations to the project stakeholders, including Council/Board Members, Citizen Review Boards, etc.
Develop Program Management plans, including work descriptions, detailed schedules, budgets, contact plans, public involvement plans, procurement plans and construction management plans
Oversee and implement the design build project
Supervise all CCW resources directly assigned to the project or program management team
Supervise all consultants on specific program management team
Develop, monitor, and manage CPM schedules
Track the performance of each portion of the program using earned value management techniques
Communicate program information with CCW staff and program team regularly
Prepare basic items in written or graphic form for use by the client, assist in presentations to citizen and client groups, and discuss design and construction issues with appropriate third parties
Establish and enforce communication protocols for the program team
Manage the water resource team
Communicate with consultants for advice/direction on design and construction issues
Manage CCW operations and infrastructure at Choke Canyon and Wesley Seale Dam
May be asked to perform other duties as assigned
Position Type and Typical Hours of Work
Exempt – Full-Time
Flexibility to work evenings, weekends, and holidays is a schedule requirement

The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:
Temporary housing assistance
Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc.) for the purpose of obtaining temporary or permanent living arrangements.
Reimbursement for moving company expenses

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.

Requirements
Qualifications
Bachelor’s degree from an accredited college or university
Ten (10) years of experience
Preferred
Water Treatment industry experience
Licenses and Certifications
Required
A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
