Job Description:

Budget Title: Chief of Police (MP-3, Management Confidential)*

Salary: Commensurate with Experience

Reporting to the Vice President for Operations, the Chief of Police provides strategic leadership and operational oversight for the Binghamton University Police Department, including planning, organizing, and directing the operations of a fully empowered professional police force of approximately 60 sworn and unsworn personnel. The Chief is responsible for ensuring a safe, secure, and welcoming campus environment through community-oriented policing, emergency preparedness, collaborative partnerships, and effective law enforcement services.

The successful candidate will be a visible, collaborative, and service-oriented leader who embraces community policing, values transparency and accountability, remains calm and decisive during emergencies, and understands the unique role of university police within a residential research university. The Chief will demonstrate a commitment to professional excellence, continuous improvement, and fostering strong partnerships across the campus and surrounding community.

The Chief oversees all departmental functions, including patrol operations, criminal investigations, crime prevention, communications, training, emergency management, special event security, traffic management, and public safety outreach. The position is responsible for establishing departmental policies, procedures, and operational priorities consistent with university goals and NYS legal requirements and law enforcement best practices.

As a highly visible leader, the Chief collaborates with students, faculty, staff, administrators, and external partners to promote campus safety and strengthen trust between the University Police Department and the campus community. The successful candidate will demonstrate cultural competence, an appreciation for diverse perspectives, and a commitment to fostering a welcoming and inclusive campus environment.

The Chief serves as a key advisor to university leadership on matters related to public safety, emergency preparedness, risk management, and law enforcement operations.

The Chief works proactively with Student Affairs, Residential Life, Counseling Services, and other campus partners to support student well-being, behavioral threat assessment processes, violence prevention initiatives, and campus safety education programs. The position also provides leadership in planning for demonstrations, major events, and other activities requiring a balance between public safety and the University's commitment to free expression and academic inquiry.

Additional responsibilities include oversight of departmental budgeting, personnel management, training and professional development, security technology systems, policy development, and compliance with applicable federal and state regulations, including the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).

The Chief prepares and presents reports, analyses, security briefings, and recommendations to university leadership and represents the University Police Department in interactions with campus constituents, community organizations, and external public safety agencies.

*This is a Management / Confidential appointment that serves at the pleasure of the President and is not represented by any union.

Requirements:

• Associate's degree (or higher) from an accredited institution in criminal justice, public administration, emergency management, higher education administration, or a related field
• Minimum of ten (10) years of progressively responsible law enforcement experience, including at least five (5) years of supervisory or command-level experience
• Experience in a college or university law enforcement environment
• Current certification as a sworn police officer in New York State
• Valid license to operate a vehicle in New York State
• Effective leadership, interpersonal, written, and verbal communication skills
• Knowledge of modern law enforcement principles, practices, procedures, and applicable laws and regulations
• Knowledge of Clery Act compliance, behavioral threat assessment processes, and campus safety best practices
• Experience managing demonstrations, major events, and First Amendment-related activities
• Experience implementing or overseeing public safety technologies, including video management systems, access control systems, body-worn cameras, automated license plate reader systems, and emergency notification platforms
• Demonstrated ability to build collaborative relationships and effectively engage diverse constituencies

Preferred Qualifications

• Bachelor's degree from an accredited institution in criminal justice, public administration, emergency management, higher education administration, or a related field
• Experience leading emergency management, emergency preparedness, or multi-agency incident response efforts
• Experience supervising employees in a unionized environment
