Description
Technical Writer II Position Summary: The Technical Writer II supports the development, editing, and documentation of federal regulatory and policy materials for the U.S. Coast Guard Office of Standards Evaluation and Development (CG-REG). This position works as part of an integrated regulatory support team and contributes to multiple stages of the rulemaking and policy development process. The Technical Writer II performs hands-on writing and editing tasks while coordinating closely with senior writers, program management staff, and Government subject matter experts. Essential Job Functions: Technical Writing and Regulatory Support- Draft, edit, and format regulatory and policy documents, including Federal Register notices, proposed and final rules, guidance documents, policy letters, reports, and supporting materials
- Apply Federal Register Document Drafting Handbook requirements, Government Publishing Office Style Manual guidance, and Coast Guard standards to all written products
- Edit documents for clarity, consistency, grammar, formatting, and plain language compliance
- Support preparation of documents for internal review and Federal Register submission under the direction of senior technical staff
- Assist with maintaining complete administrative records in support of regulatory actions
- Conduct background research on statutes, prior rulemakings, Executive Orders, and related materials to support drafting and comment resolution
- Track document versions, comments, and revisions to ensure accuracy and timely completion
- Work under the direction of the Senior Technical Writer / Program Manager to support multiple concurrent regulatory projects
- Coordinate with Government staff, attorneys, economists, and analysts to incorporate technical input into draft documents
- Support preparation of presentations, briefing materials, and meeting documentation as needed
- Assist with updating document tracking logs, schedules, and task lists
- Comply with Government security, identification, and information protection requirements while working on-site or remotely
- Bachelor's degree in English, Communications, Journalism, Technical Writing, or a related field
- Two to four (24) years of professional experience in technical writing or editing
- Experience drafting or editing complex documents in a structured or regulated environment; Federal experience preferred
- Strong attention to detail and ability to follow style, formatting, and process requirements
- Proficiency with Microsoft Office applications, including Word and PowerPoint
- Ability to read, write, speak, and understand English
- Ability to obtain and maintain a DHS HSPD-12 credential and successfully complete a low-risk background investigation (SF-85)
- Ability to work on-site at U.S. Coast Guard Headquarters in Washington, DC, with limited telework as approved by the Government
- Ability to manage multiple assignments and meet established deadlines in a fast-paced environment
