What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $98,682 to $162,826/year. New hires are typically brought into the organization between $98,682 to $131,000/year. We also offer generous benefits for full-time employees which include but is not limited to:

Location & Schedule
This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202.
The City and County of Denver supports a hybrid workplace model. Employees’ physical work location is based upon the position’s job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements.
As a manager in the department, and in consideration of inspectors and inspection supervisor’s schedules, this position has greater expectations of in-office presence. As such, you should be prepared to be in the Webb building at least four (4) days a week as a standard practice. Business needs and initial onboarding may require additional days in the office.

The City and County of Denver’s Community Planning and Development Department (CPD) is seeking an Inspections Manager/Deputy Building Official for our Building Inspection work group. The Inspections Manager/Deputy Building Official will lead and manage building inspection supervisors for all trades (construction, mechanical, electrical, and plumbing). The best candidates will be forward thinking and innovative in using technology and process improvements to aid in the quality and efficiency of service delivery. They will conceptualize and implement high quality expectations and change management ranging from technical competencies to performance goals to consistent project advancement strategies across all staff. The Inspections Manager will lead key projects including the full development and implementation of the combination inspections program, remote virtual inspections program, and energy code inspections expansion, among many others. The Inspections Manager reports to the Chief Building Official (CBO) and will work closely with the CBO and Building Plan Review Manager to lead the work group toward a forward thinking and collaborative organization. During absences, the Inspections Manager will assume responsibilities of the Chief Building Official. This position does not include zoning code inspection or enforcement duties but does work closely with the Zoning Inspection groups and the plan review groups within the city.
Key responsibilities will include:
Participating in the development, revision, and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures to ensure consistent and appropriate interpretation and application of the building codes and city ordinances
Identifying opportunities for improving service delivery methods and procedures through constant process improvement; identifying resource needs; reviewing with appropriate management staff; and implementing improvements
Directing, coordinating, and reviewing the work plan and operational activities for all residential and commercial building inspection services and activities; assigning work activities and projects; monitoring workflow; reviewing and evaluating work products, methods, and procedures; meeting with staff to identify and resolve problems
Participating in and coordinating adoption of enhancements for automated permit tracking and inspection tracking and routing systems
Reviewing, analyzing, and evaluating management systems and procedures; develop and revise program procedures and procedural manuals
Selecting, training, motivating, and evaluating inspection supervisor personnel; providing or coordinating staff training and on-boarding; working with supervisors to correct deficiencies; implementing discipline and termination procedures
Collaborating with the Chief Inspectors and Plan Review team of CPD with knowledge sharing to enhance consistency across the building division and facilitate better understanding of building systems for both work groups
Serving as CPD authority in investigation of building violations of related codes and ordinances, making decisions and recommendations on complex code enforcement cases, and serving as city liaison on high profile code enforcement cases, which includes communication with the mayor’s office or city council
Learning, revising, coordinating, and representing the Building Inspection Division for damage assessment during emergency operations; serving in the emergency operations center for the city; liaison with Denver Fire Department in coordination of emergency inspection activities
Serving as inspections subject matter expert for communications and media-related inquiries. Providing interviews and coordinating responses as needed with CPD Communications team
Collaboration with contractor licensing and credential evaluation

Our ideal candidate has some or all the following experience, skills, and characteristics:
5 years of experience supervising building inspectors or building inspection teams
Direct experience in construction or construction management
Knowledge of operational characteristics, services, and activities of a municipal building code inspections programs, coordination with multiple agencies, and administrative provisions of regulations/ordinances
Foundational knowledge of building, plumbing, mechanical, and electrical codes including multiple certifications from entities such as ICC
Familiarity with both historic structures and modern and complex principles and practices of construction
Technologically adept including knowledge of, or ability to quickly learn automated permit tracking and workflow systems, as well as the Microsoft suite of tools (Outlook, Word, Excel, PowerPoint)
Experience preparing and presenting clear and concise reports and presentations before boards, councils, and commissions and excellent written correspondence to senior leadership, the mayor, and/or council
An innovative and solutions-oriented mindset including support of paradigm shifting strategies
Strong leadership, communication, and change management skills; Problem Solving mindset
Team player, works well under pressure; Time management and prioritization skills
Required Minimum Qualifications

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: By position, requires a valid Driver's License at the time of application.
Requires a minimum of two ICC (or equivalent) certifications, or trade licensures related to area of work at the time of application.
Licenses and certifications must be kept current as a condition of employment.
