CITY MANAGER
SUMMARY
Plans, organizes and directs the diverse activities of City departments in accordance with City policy. Advises and assists the City Council in the conduct of its business; coordinates City activities internally and with those of other public and private agencies and performs related work as required.
SUPERVISION RECEIVED
The work is performed under the general direction of the Mayor and City Council with considerable latitude for independent action. This employee is held accountable for results.
SUPERVISION EXERCISED
Supervisory control is exercised over all City employees directly or through subordinate administrative staff.
RESPONSIBILITIES & ESSENTIAL DUTIES AND FUNCTIONS
An employee in this position may be called upon to do any or all of the following essential duties. (These examples do not include all of the duties which the employee may be expected to perform.)
1. Evaluates community needs and establishes immediate and long-range goals and objectives for City services and organization. Implements policy.
2. Organizes and directs all City departments including Administration and Finance, Police, Fire, Public Works, Building/Zoning, Personnel, Community and Economic Development and Assessing. Also works closely with the Library Board and Heritage Association Museum.
3. Evaluates advancements in public management techniques and systems and initiates revisions to improve the efficiency and effectiveness of City services.
4. Assists in the completion of the agenda for the City Council, attends City Council meetings and advises and assists the Council in its deliberations.
5. Works with community partners to further a sense of place and develop relationships that impact the City in a positive manner.
6. Organizes and administers the DDA Board, Brownfield Board and Planning Commission.
7. Confers with administrative staff, reviews financial and operational reports and otherwise evaluates City activities to assure that they are being delivered effectively and efficiently.
8. Establishes personnel standards and directs the recruitment and training of staff. Evaluates job performance of staff.
9. Develops and implements community relations programs to promote understanding and support of City government.
10. Represents the City at meetings and conferences.
11. Supervises and participates in the compilation of annual City budget requests and the supplementation of City finances through Federal and State grants.
12. Determines tax incentive viability and long-term impact to the City’s financial stability.
13. Responsible for Community Development fund administration.
14. Prepares federal, state and local grants for submission and administers grant funds when received.
15. Acts as liaison between the City and other units of government such as the county, state, and federal government.
16. Works closely with Michigan Municipal League through committees and action groups to oversee current legislation in the state government.
17. Perform related work as required.
ESSENTIAL FUNCTIONS, QUALIFICATIONS & KSAs (Knowledge, Skills & Abilities) FOR EMPLOYMENT
All of the following functions, qualifications, KSAs and duties are essential. An employee in this class, upon appointment, should have the equivalent of the following:
Thorough knowledge of the professional principles, practices and procedures of City management and skill in applying such knowledge in effectively planning, organizing and controlling the delivery of diverse City services.
Thorough knowledge of the laws, ordinances and rules governing the operation of City government and skill in administering City services in accordance with such regulations.
Knowledge of basic community relations and communications principles and practices and skill in applying such knowledge in gaining community support of City government and in establishing and maintaining satisfactory working relationships with community groups, public officials, employees and the general public.
Skill in making effective oral and written presentations.
Preferred Education:
Master’s Degree in Public or Business Administration or related field.
Five (5) years of experience as City Manager and/or Assistant City Manager.

While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must lift items of light weight.
While performing the duties of this job, the employee regularly works in a business office setting but is required to visit various indoor and outdoor locations throughout the City. As a result, the employee may be exposed to adverse weather conditions and loud noises, dust or airborne particles. The noise level in the work environment is usually quiet but may become moderate to loud in field work.
